Creating a Joint Select Committee on Endangered Species Protection and Shoreline Management.


    WHEREAS, In Washington many wild salmon, steelhead, and bull trout stocks are listed or are under consideration for listing under the federal endangered species act; and

    WHEREAS, Local governments are and will continue to be directly involved in Washington's efforts to develop and implement recovery strategies for species listed under the federal endangered species act; and

    WHEREAS, Local governments are responsible for implementing shoreline management, growth management, environmental, land use, and other regulations which may need to be reviewed and amended in response to requirements of the federal endangered species act; and

    WHEREAS, The state department of ecology has begun a process to adopt new shoreline master program guidelines to be used by local governments in updating their current shoreline master programs; and

    WHEREAS, Local governments and others are concerned about the legal, administrative, regulatory, financial, and other impacts on local governments associated with responding to current and proposed listings of species under the federal endangered species act;

    NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, That a Joint Select Committee on Endangered Species Protection and Shoreline Management be established to develop recommendations to the legislature, including any recommendations for laws, related to:  (1) The integration and amendment of shoreline master programs adopted according to chapter 90.58 RCW and comprehensive plans and development regulations adopted according to chapter 36.70A RCW; (2) local government implementation of any new shoreline master program guidelines adopted by the state department of ecology and the effect of these guidelines on local governments and shoreline management within the state; and (3) legal, administrative, regulatory, financial, and other impacts on local governments associated with responding to current and proposed listings of species under the federal endangered species act; and

    BE IT FURTHER RESOLVED, That the committee consist of twelve members, three members from each of the two largest caucuses of the senate, selected by the president of the senate; and three members from each of the two largest caucuses of the house of representatives, selected by the co-speakers of the house of representatives; and

    BE IT FURTHER RESOLVED, That the committee use existing House of Representatives and Senate staff, report its interim findings and recommendations to the legislature by December 31, 1999, and submit its final report and recommendations to the legislature by December 31, 2000.
