Creating a joint select committee to review the permitting process under the Shoreline Management Act.  

    WHEREAS, The Shoreline Management Act was adopted to protect the unique characteristics and values of the state's shorelines; and

    WHEREAS, The Shoreline Management Act established a system of coordinated planning and development review for shorelines of the state; and

    WHEREAS, Appropriate and publicly supported temporary shoreline development may be inadvertently impeded through the permit review process provided under the act; and

    WHEREAS, Other state statutes may also inadvertently create barriers to efficient processing of permits for appropriate development;

    NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, That a joint select committee be established to develop and review the options for streamlining permit processing for temporary developments in shorelines of the state as provided under the Shoreline Management Act, as well as other state statutes, in order that appropriate and publicly acceptable economic development may be facilitated rather than impeded, and that such committee be provided with staff support from the Office of Program Research and Senate Committee Services; and

    BE IT FURTHER RESOLVED, That the committee consist of four members, one member representing each of the four major political caucuses respectively.  The Senate members shall be appointed by the President of the Senate and House members shall be appointed by the Co-Speakers of the House of Representatives; and

    BE IT FURTHER RESOLVED, That the committee report its findings and recommendations, including any proposed legislation, to the legislature for the regular legislative session in 2000; and

    BE IT FURTHER RESOLVED, That the joint select committee shall terminate no later than December 31, 1999.
