Requesting that the states be allowed to spend money under the transportation equity act.


    TO THE HONORABLE WILLIAM J. CLINTON, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:

    We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

    WHEREAS, Money from the transportation equity act for the twenty-first century is currently being spent through federal mandates; and

    WHEREAS, The states are much more familiar with their transportation needs and are in a much better position to determine where money should be spent locally; and

    WHEREAS, The states are in the best position to judge their local leaders to ensure that money is being apportioned fairly and waste is minimized;

    Now, Therefore, Your Memorialists respectfully pray that the federal mandates related to the spending of the money from the transportation equity act for the twenty-first century be removed and states be allowed to determine where the money shall be spent.

    BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable William J. Clinton, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
