HB 1324 - DIGEST

 

                (SUBSTITUTED FOR - SEE 1ST SUB)

 

     Provides that public entities that own or operate any rail fixed guideway system as defined in RCW 81.104.015 shall submit a system safety and security program plan for that guideway to the state department of transportation by September 1, 1999, or at least three months prior to beginning operations or instituting revisions to its plan.  This plan shall describe the city's procedures for:  (1)  Reporting and investigating reportable accidents, unacceptable hazardous conditions, and security breaches;

     (2) submitting corrective action plans and annual safety and security audit reports;

     (3) facilitating on-site safety and security reviews by the state department of transportation; and

     (4) addressing passenger and employee security.
