HB 1590-S - DIGEST

(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides that health carriers shall not exclude or restrict an enrollee's access to:  (1)  Prescription contraceptive drugs and devices approved by the federal food and drug administration, if the plan provides benefits for prescription drugs; or

     (2) outpatient contraceptive services, if the plan provides benefits for outpatient health services.

     Adds an exemption for persons who object to contraceptives for reasons of conscience or religion.

     Clarifies that prescription contraceptive drugs do not include those used to terminate a confirmed pregnancy.
