     Provides that, beginning with the 2000-01 school year, successful completion of the high school assessments in reading, writing, communications, mathematics, and science shall meet the requirements for a certificate of academic proficiency.  Successful completion of the high school assessments in arts and fitness shall lead to an endorsement on a student's diploma and transcript.  Successful completion of the high school assessments in social studies may be required to achieve the certificate or may lead to an endorsement on the certificate, as determined by law.

     Provides that the state board of education shall not require students receiving a private education under chapter 28A.195 RCW or home-based instruction under chapter 28A.200 RCW to meet the requirements for the certificate of academic proficiency or the essential academic learning requirements.

     Declares that, by September 1, 1999, the office of the superintendent of public instruction shall convene a certificate of academic proficiency advisory committee.
