     Finds that facilitating the environmental permit process will increase citizen satisfaction and compliance with state and local permit requirements.  Lack of coordination in the processing of permit applications causes frustration and confusion to the applicant.  The public deserves a clear, predictable system for land-use decisions.

     Finds that permit issuance can be streamlined by requiring state agencies and local jurisdictions to coordinate their permit processes.

     Repeals RCW 43.131.387 and 43.131.388.

     Provides that the act shall be null and void if appropriations are not approved.
