HB 1915 - DIGEST

 

     Provides that any well constructed according to the well construction rules completed into a confined aquifer, that results in a flowing well with a discharge rate not to exceed ten gallons per minute, shall be allowed to flow freely for public uses within the Olympia city limits.  However, the flowing well shall be owned, operated, and maintained by a recognized public body.

     Requires the operator of the well to ensure the unused portion of the flow shall be piped from the well head and discharged directly into a surface water body within the city limits of Olympia.  The discharge should not allow for any degradation of water quality.  As used in this act, "public body" means the state of Washington or any agency, political subdivision, taxing district, or municipal or public corporation thereof.
