     Declares that the purpose of this act is to establish a system of licensing interpreters for the deaf and hard of hearing that will enhance the opportunities of persons who are deaf and hard of hearing to enjoy the fruits of our society, increase their educational opportunities, enhance their public safety and security, and allow them to more fully enjoy their constitutional rights.
