     Finds that it is in the state's interest to undertake a program of bay-wide planning to provide opportunities for examining the feasibility of consolidating most or all of the contaminated sediments in an urban embayment in one location within that embayment or within another location in Puget Sound.

     Finds also that bay-wide planning should address needs for salmon recovery, public access to state-owned aquatic lands, and economic development.
