HB 3056 - DIGEST

 

     Finds that while existing federal and state water pollution control laws have resulted in cleaner water for citizens of Washington state, too many water bodies still exceed existing water quality standards.  Such exceedances are caused both by point and nonpoint  sources of pollution.

     Declares that it is the policy of the state of Washington to ensure the attainment of water quality standards that protect and restore the ability of the state's waters to provide multiple benefits as defined in RCW 90.54.020.

     Declares an intent that water quality standards be attained through control measures intended to prevent discharge of pollutants, rather than through a system of allocation of loads and wasteloads.
