     Declares that, in any proceeding to review a determination under RCW 8.26.010(3), the agency making the determination has the burden of proof and RCW 34.05.570(1)(a) does not apply.

     Provides that, if the displaced person receives any increase in benefits as a result of the administrative hearing, then he or she is entitled to reasonable attorneys' fees and costs.
