     Declares that it is in the public interest to direct growth to urban areas and accommodate housing for all economic segments of the population.  To achieve these goals, the legislature finds that communities must plan for the density necessary to accommodate the population growth projected, implement measures to provide the necessary infrastructure, and encourage an adequate supply of housing in urban areas, particularly on lands in proximity to frequent transit service.  Further, the legislature finds that it is in the public interest that economic development programs be shared with communities experiencing insufficient economic growth.

     Provides that, in addition to the requirements of RCW 36.70A.210, a county with a population of one million five hundred thousand or more shall address, in its county-wide planning policy, policies that consider the need for affordable housing, such as housing for all economic segments of the population and parameters for its distribution to the urban, unincorporated areas of the county and each of the cities within the county.
