     Declares that it is in the public interest to direct growth to urban areas and accommodate housing for all economic segments of the population.  To achieve these goals, the legislature finds that communities must plan for the density necessary to accommodate the population growth projected, implement measures to provide the necessary infrastructure, and encourage an adequate supply of housing in urban areas, particularly on lands in proximity to frequent transit service.  Further, the legislature finds that it is in the public interest that economic development programs be shared with communities experiencing insufficient economic growth.

     Provides that, by December 31, 1999, county-wide planning policies shall incorporate goals for housing production for the county and each city, in five-year intervals, sufficient to accommodate housing needs based upon twenty-year population growth projected by the office of financial management.  New goals shall be established when the office of financial management issues new population projections.
