(DIGEST AS ENACTED)

     Recognizes the need to develop a graduated licensing system in light of the disproportionately high incidence of motor vehicle crashes involving youthful motorists.  This system will improve highway safety by progressively developing and improving the skills of younger drivers in the safest possible environment, thereby reducing the number of vehicle crashes.

     Provides that the intermediate driver's license program created by this act shall be reviewed under this chapter before June 30, 2008.  The department of licensing, in cooperation with the Washington traffic safety commission, shall provide the information necessary for the joint legislative audit and review committee to provide the required review.
