     Provides that, in acquiring information technology services, a public agency as defined in RCW 39.34.020 may grant a preference to persons engaged in a rural county in the business of providing information technology services to third parties.

     Declares that "rural county" means a county with a population density of less than one hundred persons per square mile as determined by the office of financial management and published each year by the department of revenue for the period July 1st to June 30th.
