     Declares that, "false report or referral" means available information indicates that, more likely than not, the information reported or conveyed to the department regarding an allegation of abuse or neglect is untrue.

     Provides that any report of child abuse or neglect that is determined to be a false report or referral shall be immediately purged from the files and records relating to child abuse and neglect referrals maintained by the department.
