     On page 23, after line 8, insert:

     ANEW SECTION.   Sec. 6.  A new section is added to chapter 9.94A RCW to read as follows:

     The sentencing guidelines commission shall submit a report and recommendations to the legislature on or before December 15, 2002, regarding the  potential costs and benefits of double scoring prior convictions for taking a motor vehicle without permission in the second degree under RCW 9.94A.525 and increasing penalties for juvenile convictions. In preparing its recommendations, the commission must evaluate the anticipated deterrent effect of double scoring all prior convictions for taking a motor vehicle without permission, increasing juvenile convictions for that crime, and comparing that anticipated deterrent effect to the increased costs of incarceration that would result from adopting these changes. The commission also may include additional recommendations for alternative measures or sanctions that would have a likelihood of reducing the incidence of taking motor vehicles without permission.@

 

 

 


 

EFFECT: Requires the Sentencing Guidelines Commission to study and report its findings to the Legislature by December 2002, on the potential cost, cost benefits, and deterrent effects of double scoring prior convictions for taking a motor vehicle without permission.
