EFFECT: Includes in the effective date clause, sections related to funding levels for the Nonhighway and Offroad Vehicle Activities Account (NOVA), the Snowmobile Account, and the Recreational Resource       Account, to ensure that the funding is not transferred from the motor vehicle fund before the revenue is generated.
