Brief Description:  Clarifying incentives for purposes of certificated staff supplemental contracts.

$Defines ?incentives@ to include retention and recruitment of certificated instructional staff.

Background: 

 

Current law limits the salary a district may pay to its basic education and special education certificated instructional staff.   The annual average salary paid can not be more than the district=s average basic and special education staff salary used for state allocation purposes.  Additional limits are placed on the benefits provided to basic education and special education instructional staff.

 

However, by way of separate contract, salaries and benefits for certificated instructional staff may exceed these limits.  Districts may execute supplemental contracts with certificated instructional staff for the limited purposes of: 1) additional time; 2) additional responsibilities; or 3) incentives.  The term ?incentives@ in this context is not defined.

 

Summary of Bill: 

 

For purposes of supplemental contracts, ?incentives@ include, but are not limited to, efforts to retain or recruit certificated instructional staff.

The bill does not contain provisions addressing the rule-making powers of an agency
