Background:  The Salmon Recovery Funding Board is a ten-member panel that consists of five public members, appointed by the Governor, and five state officials.  The board approves grants and loans for salmon recovery purposes throughout the state.

Members of the Salmon Recovery Funding Board are not required to file personal financial disclosure statements to the Public Disclosure Commission.

Summary of Bill:  Members of the Salmon Recovery Funding Board must file personal financial disclosure statements with the Public Disclosure Commission.

Appropriation:  None.

Fiscal Note:  Not requested.

Effective Date:  Ninety days after adjournment of session in which bill is passed.

Testimony For:  The Salmon Recovery Funding Board distributes a significant amount of grant money to lead entities and agencies and the public has a right to know the financial affairs of its members in order to prevent conflicts of interest.

Testimony Against:  It will be more difficult to attract people to serve on the Salmon Recovery Funding Board if they have to report their financial affairs to the PDC.
