A reference to 48 beds in a housing unit of the new Special Commitment Center is removed, leaving the number of beds unstated.  Technical corrections are made to two provisos.

Authority is provided for the Department of General Administration to initiate preliminary Capitol Campus relocations and modifications related to the Legislative Building renovations.

Substitute Bill Compared to Original Bill:  State contracts for Legislative Building renovation and repair are required to comply with all requirements of the Federal Emergency Management Agency.
