Title:  An act relating to residency status for purposes of tuition at institutions of higher education.

 

Brief Description:  Expanding residency for purposes of tuition at institutions of higher education.

Background:  Under current Washington law, some children who were born outside of Washington but have attended and graduated from a Washington high school are required to pay the higher non‑resident tuition rate at a Washington public university or college.

 

Summary of Bill:  A student that has graduated from a Washington high school, or received the equivalent of a high school diploma, and resided with his or her parent, guardian or conservator while attending high school is permitted to pay resident tuition at Washington public universities or colleges if the student has resided in this state for at least five years as of the date they graduated from high school or received the equivalent of a high school diploma.  To qualify for resident status the student must also register as an entering student at the university or college no earlier than the 2002 fall semester and provide the university or college with an affidavit stating that they will file an application to become a permanent resident as soon as they are eligible to do so.

 

Appropriation:  None.

Effective Date:  Ninety days after adjournment of session in which bill is passed.
