Majority Report:  That Substitute Senate Bill No. 6396 be substituted therefor, and the substitute bill do pass.

Background:  Washington State is on a biennial budget cycle.  The Legislature authorizes expenditures for capital needs in the capital budget for a two-year period, and authorizes bond sales through passage of a Bond Bill associated with the capital budget.

 

The current capital budget covers the period from July 1, 2001, through June 30, 2003.

 

Summary of Bill:  Supplemental appropriations are made for the 2001-2003 biennium.

    

Appropriation:  Various.

 

Fiscal Note:  Not requested.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  Including state parks in this package is a great way to invest in rural Washington.  The Columbia River dredging project will provide the largest economic stimulus in the entire bill.  Communities all along the Columbia River will benefit.  The community colleges will now be able to work through some of their building repair backlog.

 

Concerns:  The four-year universities should not be overlooked in this supplemental budget.  The Sierra Club testified in favor of the budget but against the dredging project.
