     Establishes the Washington state strategic energy planning commission.

     Directs the commission to develop the state energy strategy that shall implement the state's energy policy.  Development of the state energy strategy is guided by the following:

     (1) Establishing an affordable price for energy resources;

     (2) Using conservation and other energy sources that present the least environmental impact to the state and its communities;

     (3) Using and deploying new technologies; and

     (4) Increasing energy reliability.

     Directs the commission to assess the state's demand for production and distribution of energy, both in-state and for export out-of-state, during the next ten years.

     Repeals provisions of chapters 82.16, 54.28, 43.21F, and 80.50 RCW.
