     Declares that "negligent treatment or maltreatment" means an act or omission, or an identifiable pattern of conduct that evidences the failure of a parent or guardian, or other person having custody and control of a child, to exercise a minimum degree of care in supplying the child with adequate food, clothing, shelter, sanitation, medical treatment, or supervision, though financially able to do so or though offered financial or other reasonable means to do so, which results in a child whose physical, mental, or emotional condition has been impaired or is at substantial risk of impairment.
