     Declares that because releases of hazardous substances can adversely affect the health and welfare of the public, the environment, and property values, it is in the public interest that affected communities be notified of where historic and current releases of hazardous substances have occurred and what is being done to clean them up.

     Requires any owner or operator of a facility who knows or reasonably should have known that a release of a hazardous substance has occurred at the facility to issue a public notice that the release has occurred and shall describe the remedial actions that are being taken to address the release.  The public notice shall be issued within sixty days of the discovery of the release.
