Brief Summary of Bill

    Authorizes the Lottery Commission to offer on-line games with drawings more frequent than once every 24 hours.

Background:


The Lottery Commission (Commission) is a five member commission which governs and operates the state lottery.


The Legislature granted the Commission the authority to establish and operate lottery games. The Commission may determine the frequency of lottery drawings, but may not conduct drawings more frequently than once every 24 hours.


The revenue from lottery games is allocated to several accounts. The revenues from most games are paid first to education accounts and then to the General Fund. The revenue from the sports-theme scratch lottery tickets is transferred to the Stadium and Exhibition Center Account to pay the sports stadium bonds.


The first $102 million of annual revenue from most lottery games is divided equally between the Student Achievement Account and the Education Construction Account. Funds in the Student Achievement Account are used for education programs. The Education Construction Account pays for school construction and renovation. Any annual lottery revenue beyond $102 million is transferred to the General Fund.



Summary of Bill:


The Commission may offer on-line lottery games with drawings more frequent than once every 24 hours.


The proceeds from games with drawings more frequent than once every 24 hours are deposited in the new Multiple Daily Draw Account. The funds from this account are deposited in the General Fund.


Appropriation: None.

Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.
