   On page 4, line 29, after "immediately." insert "The committee may not make any recommendation for action on a tax preference unless the committee has received public comments opposing the substance of the preference from at least fifty affected parties."

EFFECT: Prohibits the Joint Legislative Audit and Review Committee (JLARC) from recommending any changes to a tax preference that has not received public comment opposing the preference from at least 50 parties.
