On page 7, after line 18 of the amendment, insert the following:
"NEW SECTION. Sec. 14 The state of Washington shall indemnify
and hold harmless all producers, users, and consumers of raw materials,
goods, or products containing any of the alternative flame retardants
certified by the state or its agencies as preferable to
decabromodiphenyl ether from any future liability for human or
environmental harm caused by or linked to use of such products."
EFFECT: Producers of alternative flame retardants certified by the state as preferable to deca-BDE are held harmless from civil liability from any future liability linked to those products.
