   On page 1, line 17, after "officer" insert "who is a resident of Washington"

 

   On page 2, line 4, after "established" insert "by the criminal justice training commission"

 

   On page 2, line 4, after "firearms" strike "training and"

 

   On page 2, beginning on line 11, after "entity" strike all material through "qualifications" on line 12 and insert "certified to provide firearms training"

 

 

 

EFFECT: Clarifies that the firearms qualification process is available only to retired officers who are residents of Washington. Clarifies that the required firearms qualification standards are those established by the Criminal Justice Training Commission for active law enforcement officers. Removes the requirement that the local law enforcement agency authorize private individuals and entities to provide firearms qualifications and instead allows the firearm qualification to be performed by individuals and entities who are certified to provide firearms training.
