On page 22, after line 38 of the amendment, insert the following:
"NEW SECTION. Sec. 11 A new section is added to chapter 70.94
RCW to read as follows:
Nothing in this act preempts the ability of state employees to
collectively bargain over commute trip reduction issues, including
parking fees under chapter 41.80 RCW, or the ability of private sector
employees to collectively bargain over commute trip reduction issues if
previously such issues were mandatory subjects of collective
bargaining."

On page 23, line 4 of the title amendment, after "adding" strike "a new section" and insert "new sections"
EFFECT: Clarifies that nothing in the act preempts any collective bargaining rights that public or private employees may have regarding commute trip reduction-related issues.
