On page 14, beginning on line 22, strike all of section 8 and insert the following:
"NEW SECTION. Sec. 8 Sections 1 through 3, 6, and
7 of this act take effect July 1, 2007. The department of social and health
services shall present a report to the appropriate committees of the legislature
by January 1, 2007, with proposed legislative changes, if any, to those
sections."

On page 1, line 3 of the title, after "providing" strike "a contingent" and insert "an"
