     TO THE HONORABLE GEORGE W. BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:
     We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
     WHEREAS, Prostate cancer is the second most common cancer in Washington State and the second leading cause of death from cancer in men in Washington State; and
     WHEREAS, The American Cancer Society estimates that more than 5,500 new cases of prostate cancer will be diagnosed among men in Washington this year and that more than 720 deaths will be attributed to the disease; and
     WHEREAS, The survival rate for prostate cancer victims is 100 percent if the disease is diagnosed in its early stages; and
     WHEREAS, The American Cancer Society recommends that annual testing begin at age 50, except for men at high risk, such as African-Americans and men with a family history of the disease, for whom it is suggested that annual screening begin at 45;
     NOW, THEREFORE, Your Memorialists respectfully pray that Congress and the Bush Administration provide more resources to educate and encourage all men to become more knowledgeable of the risks associated with the occurrence of prostate cancer, to take preventive steps to minimize those risks, and to consult with their health care professionals regarding annual screening and adherence to recommended guidelines, as well as expand the efforts of the Centers for Disease Control to provide research and educational grants.
     BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George W. Bush, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
