   On page 2, line 34, after "annex." insert "A city may not impose the tax under subsection (3)(b) of this section unless the tax is approved by a majority of the voters of the city voting on a ballot proposition authorizing the tax."

EFFECT: Requires voter approval for a city over 400,000 to impose the sales and use tax.
