   On page 1, after line 13, insert the following:

   "(2) A local government must submit any proposal for public financing of local political campaigns to voters for their adoption and approval or rejection."

EFFECT: Requires that any plan for public financing of local political campaigns be submitted to voters for approval or rejection.
