through "by" on line 12, and insert "All rates, terms, and conditions
made, demanded, or received by ((a locally regulated utility for
attachments to its poles))"
EFFECT: Removes the provision specifying that the American Arbitration Association would be the arbiter for resolving disputes concerning pole attachments.
