   On page 3, beginning on line 3, strike all of subsection (ii) and insert the following:

 

   "(ii) The state's interest in promoting, through education and training, a stable child care workforce to provide quality and reliable child care from all providers throughout the state; and"

 

   On page 3, line 6, after "(iii)" insert "In addition,"

 

 

 

EFFECT: Specifies that the interest arbitration panel may consider the state's interest in promoting a stable child care workforce "through education and training" to provide quality and reliable child care "from all providers."

 

Clarifies that, for employees who are exempt from licensing, the state's fiscal interest in reducing reliance on public benefit programs is an additional factor (rather than the only factor) to be considered by the interest arbitration panel.
