EFFECT: Provides that in order to qualify as exempt from the prohibition against condemnation for "economic development," any transfer of property to a private entity in order to remove a threat or menace to public health, safety, welfare, and morals must be for the purpose of removing one of several identified unsafe, unsanitary or dangerous conditions. Provides that any such threat or menace must be based on the present condition and use of the property.
