EFFECT: Requires that state agencies exercise a preference for solid-state or fluorescent lighting when purchasing outdoor lighting if it is technically feasible and cost-effective. Adds outdoor lighting to the overall goal that state agencies purchase 100% of their lighting in the form of high-efficiency lighting by January 1, 2010. (The second substitute only applies to indoor lighting applications.)
