   On page 270, line 28, increase the general fund--state appropriation for FY 09 by $370,000.

 

   On page 270, line 35, correct the total.

 

   On page 277, after line 24 insert the following:

   "(25) $370,000 of the general fund-state appropriation for fiscal year 2009 is provided solely for a dependent youth representation pilot program to be administered and operated by the University of Washington's children and youth advocacy clinic. The pilot program will be established in one county and must be designed to promote or otherwise provide adequate and effective legal representation for children age twelve and over in dependency proceedings. In selecting the pilot location, the children and youth advocacy clinic shall seek a county that has strong parents' representation and court-appointed special advocate or guardian ad litem programs but who lacks a strong system appointing attorneys to represent the stated interests of dependent children age twelve and over. The children and youth advocacy clinic shall establish best practices as well as monitor performance outcomes of youths served by the program. The pilot site must agree to follow best practices established by the children and youth advocacy clinic including those related to caseloads, training and coordination."

 

 

 

 

EFFECT: Increases funding in the University of Washington to establish a dependent youth representation pilot program to be administered and operated by the University's Children and Youth Advocacy Clinic.

 

FISCAL IMPACT:

 

Increases General Fund-State by $370,000.
