   On page 92, line 20, increase the general fund--state appropriation for fiscal year 2009 by $1,992,000.

 

   On page 92, line 22, increase the general fund--federal appropriation by $2,081,000.

 

   On page 92, line 31, correct the total.

 

   On page 93, after line 12, strike lines 13 through 17 and insert

the following:

   "For all nursing facilities, the direct care, therapy care, support services, and operations component rates shall be adjusted for economic trends and conditions by 2.4%."

 

   On page 94, after line 35, insert the following:

   "(b) $1,992,000 of the general fund--state appropriation for fiscal year 2009 and $2,081,000 of the general fund--federal appropriation are provided solely to increase compensation for low wage workers in nursing homes beginning July 1, 2008. Within the funds provided, the department shall provide an add-on per resident day to nursing facilities that had at least 66 percent Medicaid resident days in fiscal year 2006. The add-on shall be used to increase wages and/or benefits for dietary aides, housekeepers, laundry aides and other categories of workers whose statewide average dollars-per-hour wage was less than $15 in fiscal year 2006 according to cost report data."

 

   Renumber remaining subsections consecutively and correct internal references accordingly.

 

 

EFFECT: The vendor rate increase for nursing homes is spread equally across direct care, therapy care, support services, and operations rate components. New funding is provided for nursing facilities with at least 66 percent Medicaid population to increase wages for low income workers.

 

FISCAL IMPACT:

 

Increases General Fund-State by $1,992,000.

 

Increases Other Funds by $2,081,000.
