EFFECT: Removes $140,000 in funding for a staff person to support the Greenhouse Gas Emissions Report as required in SHB 3224; removes $123,000 for an additional Transportation Analyst at the Office of Financial Management; and removes $76,000 for the Department of Licensing to contract with the Office of the Superintendent of Public Instruction to conduct pilot programs for road safety education for school children, and directs this funding to a highway safety project on US Route 2. The highway safety project re-marks passing lanes by restriping the existing three lane roadway to create a west-bound uphill passing lane near Index, allowing additional opportunity for vehicles to pass slower vehicles and reducing the potential of head-on collisions.
