EFFECT: Excludes tasers and batons from the definition of mechanical restraint. Provides that school resource officers and school security officers may be employed by school districts as well as by school building administrators. Provides that the prohibitions and limitations on the use of various restraints are directed at the use of restraints on students only. Adds school security officers who have received specified training on the appropriate use of restraints to the list of persons permitted to use chemical, mechanical, and physical restraints within the exercise of their authority or the execution of their responsibilities. Ensures that the reporting requirement applies to all instances in which a restraint is used, whether the person administering the restraint is a program staff member or not.
