   On page 5, after line 9, insert the following:

   "(8) Nothing in this section shall be construed to be inconsistent with chapter 28A.155 RCW, Section 504 of the federal rehabilitation act of 1973 as amended (29 U.S.C. 794), or the rules and regulations adopted thereunder."

EFFECT: Provides that the section regarding the use of restraints shall not be construed to be inconsistent with certain state or federal laws, rules, or regulations regarding special education and persons with disabilities.
