EFFECT: Broadens project eligibility to include facilities that will serve a substantial number of low-income or disadvantaged persons, even if the facilities are not located in a distressed community. Requires the total amount of state capital funding for projects on the ranked and unranked lists to be determined by the capital budget beginning with the 2009-11 biennium.
