Strike everything after the enacting clause and insert the following:
"NEW SECTION. Sec. 1 A new section is added to chapter 46.61 RCW
to read as follows:
The Washington state traffic safety commission must create and
implement a statewide educational program regarding the safety risks of
using a wireless communications device while operating a motor vehicle.
The educational program must include information regarding the utility
of hands-free devices such as speaker phones, headsets, and earpieces.
NEW SECTION. Sec. 2 If specific funding for the purposes of this
act, referencing this act by bill or chapter number, is not provided by
June 30, 2007, in the omnibus transportation appropriations act, this
act is null and void."
Correct the title.
EFFECT: Deletes the provisions prohibiting the use of wireless communications devices unless used in conjunction with a hands-free device. Requires the Washington traffic safety commission to undertake an educational campaign regarding the safety risks of using a wireless communications device while operating a motor vehicle.
