   On page 3, beginning on line 2, after "period" strike all material through "years," on line 8 and insert "the levy limit for each year shall be calculated based on the levy amount in the calendar year immediately preceding the period. The ballot proposition must state the limit factor"

EFFECT: Deletes the provision that requires each year's authorized maximum legal levy to serve as the basis for determining the levy limit for the ensuing year within the lid lift period. Requires the levy for each of the years to be based on the levy amount in the calendar year preceding the lid lift period.
