   On page 2, after line 2, insert the following:

   "Each member state shall adopt uniform laws to ensure every voter will cast a vote under the same terms and conditions of election, including, but not limited to, the same voter registration requirements, the same voter eligibility requirements, and the same ballot access opportunities."

EFFECT: Requires each member state to have uniform laws regarding the terms and conditions of election, including but not limited to, the same voter registration requirements, the same voter eligibility requirements, and the same ballot access opportunities.
