   On page 2, line 32 of the striking amendment, after "that" strike all material through "so" on line 35 and insert ", as of the effective date of this section, are not addressing climate change through their land use and transportation planning processes"

   On page 3, line 9 of the striking amendment, after "cities" strike all material through "section" on line 10 and insert "that, as of the effective date of this section, are not addressing climate change through their land use and transportation planning processes"

EFFECT: (1) Deletes a provision stating that the local government global warming mitigation and adaptation program (program) is established to assist counties and cities in the program that: (a) Are addressing climate change through their land use and transportation planning processes; and (b) aspire to address climate change through their land use and transportation planning processes, but lack necessary resources to do so.

(2) Inserts a provision stating that the program is established to assist counties and cities in the program that, as of a specific date, are not addressing climate change through their land use and transportation planning processes.

(3) Deletes language requiring the Department of Community, Trade, and Economic Development to award grants and technical assistance to counties and cities that are not addressing climate change through their planning processes.

(4) Specifies that the grants and assistance must be awarded to jurisdictions that, as of a specific date, are not addressing climate change through their land use and transportation planning processes.
